One of the major causes of homelessness is mental illness. After the Shelter had been in operation for a year, it became obvious that some of the people being released from State mental institutions, such as Fairfield Hills or Connecticut Valley Hospital, did not have the independent living skills to function successfully in the community without the proper services. Father Cascia and the Board of Directors addressed this issue by working with the State of Connecticut Department of Mental Health, and in 1986, established a 50-bed residential supervised and supportive living program. This program now serves 18 clients in a supervised apartment setting, and 53 clients living in the Waterbury community. Throughout the years the mental health programming expanded. In 1988, we established an 8-bed licensed Group Home, and in 2006, a 20-unit permanent supportive housing program for homeless individuals and families. Today, the mental health division provides an array of mental health supervised and supportive housing programs and serves over 120 program participants each year. Each of our programs employ the rehabilitation model to help individuals of different backgrounds, abilities and experiences reach their personal objectives and realize their maximum potential. The programs are designed to assist clients with mental illness in achieving their individualized recovery and rehabilitation, and to provide them with the assistance they need to acquire greater independence and the daily living skills that you and I often take for granted: skills related to personal hygiene, shopping, cooking, financial management, job searching, and housing retention. The program employs over 24 full and part-time case managers and counselors to help ensure the recovery of each participant we serve.
